The KL International Open C.C. is a FIDE-rated event.

Note:
Based on the International Organiser (IO) Seminar I'd attended in Al Ain, UAE during the 2013 World Youth Chess Championship(WYCC 2013) a FIDE-rated event MUST be registered in FIDE's server.
Basically, there are 2 main types of FIDE-rated events i.e.:-
(1) Events offering title norms; and,
(2) Normal FIDE-rated event(s) where a player can add(or deduct) from his/her FIDE-ratings.
For (1), the event MUST be registered in FIDE's server at least 1-month before the event whilst for (2), the event MUST be registered in FIDE's server at least 1(ONE) WEEK before the event.
Based on FIDE's server highlighted above, the event was registered on 10th of January 2014, a good 3 months(almost) before the competition proper.
